GOOSE DEFINITIONS: "Dark geese" include Canada
geese, cackling geese, and white-fronted geese (also known as
specklebellys). "Canada geese" includes western Canada geese (a.k.a.
Honkers) and lesser Canada geese (a.k.a. Lessers). "Cackling geese" or
cacklers as they're also called, are small white cheeked geese about
the size of a mallard duck. They are identical in appearance to Canada
Geese, but for these regulations, cacklers are not considered Canada
Geese. "White geese" includes snow geese and Ross' geese. "Aleutian
geese" are medium sized, white cheeked geese.
SHOOTING HOURS for the state duck and goose
season are 1/2 hour before sunrise to sunset. Exception is areas over
or adjacent to Morro Bay, which is 8 am to sunset.
LICENSE REQUIREMENTS: Hunting License:
You must possess a California hunting license in addition to a
California and federal duck stamp. The cost of a hunting license is:
Annual resident - $38.85. Junior annual resident hunting license - $10.25. Non resident annual hunting license - $134.95. Two-Day Nonresident license, age 16 and over (not valid for big game) - $38.85. Reduced Fee, Disabled Veteran - $6.00. Duplicate Hunting License - $6.30 . Hunter Education Stamp - $3.75.
Duck Stamp You'll also need both the California duck stamp and the Federal duck stamp if you are hunting waterfowl anywhere in the state. Waterfowl means ducks, geese, coots, moorhen, and brandt. California hunting licenses and duck stamps are available from most license agents and Department offices. Federal duck stamps are available at post offices and some license agents. A state duck stamp is $13.90. A Federal duck stamps is $15. Wardens also remind hunters that the stamps must be signed across the face to be validated.
The California hunting license is good from July 1, 2008 through June 30, 2009. California resident and nonresident hunting licenses are nonrefundable and nontransferable.
Definition of Resident. A resident is defined as any person who has resided continuously in California for six months immediately before the date of application for a license, tag or permit; persons on active duty with the armed forces of the United States or an auxiliary branch; or Job Corps enrollees.
Disabled Veteran Hunting Licenses. A $5.75 hunting license is available for qualified disabled veterans. To be eligible, applicants must submit: (1) a letter from the Veterans Administration verifying that the applicant has a 70 percent or greater service-connected disability and was honorably discharged from the United States armed forces; and (2) evidence of meeting California hunter education requirements. Applicants renewing this license may submit their disabled veteran hunting license from the previous year as proof of meeting eligibility requirements. The reduced-fee provisions do not apply to hunting tags or species stamps. Disabled Veteran Hunting Licenses are issued only through DFG Offices.
Hunter Education Special Requirement. Hunting licenses shall be issued to hunters only upon presentation of one of the following:
An annual California hunting license from a prior year or evidence of having held such a license; a California hunter education completion or equivalency certificate; a certificate of competence or completion of a California approved hunter education training course from any state or Canadian province; or a current year hunting license from any state, province, European country or South Africa. For further information, contact any DFG office or license agent. A California hunter education validation stamp must be affixed to hunter education certificates from California.
NONTOXIC SHOT REQUIREMENT FOR WATERFOWL, AMERICAN COOT AND COMMON MOORHEN HUNTING. DFG reg 507.1.
Only bismuth-tin, steel, copper-plated steel, nickel-plated steel, tin-plated steel, zinc-plated steel, zinc chloride-plated steel, zinc chromate-plated steel, iron-tungsten, iron-tungsten-nickel, tungsten-bronze, tungsten-iron-copper-nickel, tungsten-matrix, tungsten-polymer, tungsten-tin-iron, tungsten-tin-bismuth, and tungsten-tin-iron-nickel or other nontoxic shot approved by the U.S. Fish and Wildlife Service may be used or possessed for waterfowl, American coot and common moorhen hunting statewide.
WHERE CAN I GET STATE WILDLIFE HUNT APPLICATION
FORMS? The $1.30 and $6.55 application forms are available
from license agents and Department license sales counters.

The hunters who applied for reservations during the
2007-2008 waterfowl season should receive a season-long application
form in the mail for the 2083-2009 in mid- September 2008.
BAITING: DFG reg. 257.5. You cannot use bait
for hunting chukar nor can chukar be taken within 400 yards of any
baited area. The definition of “baited area” shall mean any area where
shelled, shucked or unshucked corn, wheat or other grains, salt, or
other feed whatsoever capable of luring, attracting, or enticing such
birds or mammals is directly or indirectly placed, exposed, deposited,
distributed, or scattered, and such area shall remain a baited area for
ten days following complete removal of all such corn, wheat or other
grains, salt, or other feed.
SCULL BOATS: DFG reg 507.5. Migratory game birds may not be taken by a scull boat or similar watercraft while under motorized power. The motor shall be removed from its mountings before any take or approach is attempted. This section shall not prohibit shooting migratory game birds from scull boats or similar watercraft with motor attached if beached or anchored; nor shall it prohibit the use of a motor for the sole purpose of picking up dead or injured birds.
POSSESSION, TRANSPORTAION AND IMPORTATION OF GAME BIRDS: DFG reg 251.7.
(a) No person may possess any birds taken in this state in excess of the daily bag and possession limits. The exception to this is for the purpose of transportation, cleaning, storage (including temporary storage), shipment, or taxidermy services, where an individual may possess game birds taken by another hunter provided that they are tagged by the hunter who has lawfully taken them. The tag must contain the hunter's name, address, hunting license number, kinds and numbers of game birds taken, date and location of kill, and signature.
(b) All birds, including migratory game birds, possessed or transported within California must have a fully feathered wing or head attached until placed into a personal abode or commercial preservation facility or being prepared for immediate consumption. Doves must have a fully feathered wing attached.
(c) Migratory game birds imported into California shall be accompanied by a declaration of entry as prescribed in Section 2353 of the Fish and Game Code. You can get the "Declaration for Entry" form here.
(d) Only one possession limit of migratory game birds may be possessed per individual after the close of the season for that species.
PROVISIOSN RELATED TO THE TAKING OF MIGRATORY GAME BIRDS. DFG reg 507.
(a) Authorized Methods. Only the following methods may be used to take migratory game birds:
(1) Falconry.
(2) Bow and Arrows or Crossbows. Only arrows or crossbows bolts with flu- flu fletching may be used except that conventionally fletched arrows may be used to take waterfowl sitting on the water from scullboats or similar watercraft. Archers hunting during any archery season may not possess a firearm while in the field engaged in archery hunting.
(3) Muzzle-loading Shotguns.
(4) Shotguns 10 Gauge or Smaller. Shotguns 10 gauge or smaller using shot shells only and incapable of holding more than three shells in the magazine and chamber combined may be used. except no shotgun larger than 12 gauge shall be used in areas open to hunting on, over or adjacent to the waters of Morro Bay, San Luis Obispo County. If a plug is used to reduce the capacity of a magazine to fulfill the requirements of this section, the plug must be of one piece construction incapable of removal without disassembling the gun. Shotgun shells may not be used or possessed that contain shot size larger than No. BB in lead or T shot in steel or other nontoxic shot approved by the U.S. Fish and Wildlife Service. All shot shall be loose in the shell.
(b) Use of Dogs. Dogs may be used to take and retrieve migratory game birds.
(c) Prohibition on Electronic or Mechanically-operated Devices. Electronic or mechanically-operated calling or sound-reproducing devices are prohibited when attempting to take migratory game birds. It is unlawful to use electronic or mechanically-operated spinning blade devices or spinning wing decoys when attempting to take waterfowl between the start of waterfowl season and November 30. For the purposes of this regulation, wind-powered spinning blade devices and kites are not prohibited.
(d) Live Decoy Prohibition. The use of live decoys is prohibited when attempting to take migratory game birds.
SHOOTING FROM VEHICLES: DFG reg. 252. No person
shall pursue, drive, herd, or take any bird or mammal from any type of
motor-driven air or land vehicles, motorboat, airboat, sailboat, or
snowmobile, except: 1) When the motor of such motorboat, airboat, or
sailboat has been shut off and/or the sails furled and its progress
therefrom has ceased, and it is drifting, beached, moored, resting at
anchor, or is being propelled by paddle, oar or pole. (2)if they have a
Mobility Disabled Persons Motor Vehicle License.
SPOTLIGHTING: DFG reg. 2005. It is unlawful to
use an artificial light to assist in the taking of game birds or game
mammals. It is unlawful for any person, or one or more persons, to
throw or cast the rays of any spotlight, headlight, or other artificial
light on any highway or in any field, woodland or forest where game
mammals, furbearing mammals, or nongame mammals are commonly found, or
upon any game mammal, furbearing mammal, or nongame mammal, while
having in his possession or under his control any firearm or weapon
with which such mammal could be killed, even though the mammal is not
killed, injured, shot at or otherwise pursued. It is unlawful to use or
possess at any time any infrared or similar light used in connection
with an electronic viewing device sometimes designated as a sniper
scope to assist in the taking of birds, mammals, amphibia or fish.
The provisions of this section shall not apply to the
following: (a) To the use of a hand held flashlight no larger, nor
emitting more light, than a twocell, three-volt flashlight, provided
such light is not affixed in any way to a weapon, r to the use of a
lamp or lantern which does not cast a directional beam of light. (b) In
the case of headlights of a motor vehicle operated in a usual manner
and there is no attempt or intent to locate a game mammal, furbearing
mammal or nongame mammal. (c) To the owner, or his employee, of land
devoted to the agricultural industry while on such land, or land
controlled by such an owner and in connection with such agricultural
industry. (d) To such other uses as the commission may authorize by
regulation. No person shall be arrested for violation of this section
except by a peace officer.
RADIO USE WHILE HUNTING: It is legal to use and
posses two way radios while hunting in California.
HARASSMENT OF ANIMALS: DFG reg. 251.1. Except as
otherwise authorized in these regulations or in the Fish and Game Code,
no person shall harass, herd or drive any game or nongame bird or
mammal or furbearing mammal. For the purposes of this section, harass
is defined as an intentional act which disrupts an animal’s normal
behavior patterns, which includes, but is not limited to, breeding,
feeding or sheltering. This section does not apply to a landowner or
tenant who drives or herds birds or mammals for the purpose of
preventing damage to private or public property, including aquaculture
and agriculture crops.
DOGS: You can use dogs to retrieve your
waterfowl.
TRESPASS: If the land you hunt on is not your
own, it belongs to someone else. Make sure you have a legal right to be
there. Contact the owner or person who administers the property, and
secure written permission to hunt. A hunting license does not entitle
you to enter private property. “It is unlawful to enter any lands under
cultivation or enclosed by a fence, belonging to, or occupied by,
another, or to enter any uncultivated or unenclosed lands, including
lands temporarily inundated by waters flowing outside the established
banks of a river, stream, slough, or other waterway, where signs
forbidding trespass are displayed at intervals not less than three to
the mile along all exterior boundaries and at all roads and trails
entering such lands, for the purpose of discharging any firearm or
taking or destroying any mammal or bird, including any waterfowl, on
such lands without having first obtained written permission from the
owner of such lands, or his agent, or the person in lawful possession
thereof. Such signs may be of any size and wording, other than the
wording required for signs under Section 2017, which will fairly advise
persons about to enter the land that the use of such land is so
restricted.” Section 2016, Fish and Game Code.
SAFETY: It is always unlawful to: Place on, or
carry or possess a loaded rifle or shotgun in a vehicle or conveyance
or its attachments on any public road or other way open to the public:
Hunt while intoxicated; Shoot at any game bird from a powerboat,
sailboat, motor vehicle, or aircraft while under power or still moving
from use of sail or motor. (See Section 251) Shoot any firearm from or
upon a public road or highway.
DISCHARGING FIREARMS OR OTHER DEADLY WEAPONS
SAFETY ZONE: It is unlawful for any person, other than the owner,
person in possession of the premises, or a person having the express
permission of the owner or person in possession of the premises, to
hunt or to discharge while hunting, any firearm or other deadly weapon
within 150 yards of any occupied dwelling house, residence, or other
building or any barn or other outbuilding used in connection therewith.
The 150-yard area is a “safety zone.”

The SAN JACINTO WILDLIFE AREA, located in
western Riverside County near Lake Perris, is perhaps the second most
popular hunting area -- right behind Wister -- for hunters in this
region. San Jacinto is now over 10,000 acres in size. Hunting was
pretty dismal again last year, at less than a bird-per-hunter average,
but hunting on the main pond areas during the peak of the season was
actually much better than the averages show.
San Jacinto is open to waterfowl hunting through the
state reservation system or a daily drawing for remaining sites (sweat
line), after all reservation holders are admitted to the area. Refills
are also permitted throughout the shoot day until 3:30 PM. Shoot days
are Wednesday and Saturday. Check in station opens 2 hours before shoot
time, about 3:30 am to 4 am depending on the day of season. 4 hunters
in party allowed , 2 adults max. No camping allowed in WA. For more

Hunters need to remember that the only access to the
area is from the south this year. Davis Road has been closed from the
north, eliminating access off the 60 freeway. The best access is now
off the 215 freeway at Ramona Expressway. Take that east to Davis Road,
and then take Davis north into the refuge.
Paulek wanted to remind hunters that the northern
portion of Mystic Lake will have buoys delineating the new,
state-ownership line. Boat hunters who have access to the lower
portions of the lake may not hunt the northern portion of the lake
because it is now part of the wildlife area and subject to permit-only

The Colorado River
Indian Tribes, (CRIT), own the 330,000 acres of property between
Parker, Arizona to just north of Interstate 10 near Blythe. No state
license is required, but hunters must have a seasonal permit from CRIT,
which is $45. The permit allows hunters to hunt quail, ducks, and small

Above the Colorado River Indian Tribes is the Fort
Mojave Indian Reservation, extending from Needles north to the
Arizona-Nevada border. This reservation has land on both sides of the
river and you can obtain a hunting permit to hunt there. Ph#
520-330-3000.
Check out the old channel of the Owens River from the
inlet at Owens Lake north to Independence. There are ponds and potholes
where you can find mallards, greenwing teal and gadwall. Jump shooting
is the ticket here. Crowley Lake, Tinnemaha Reservoir and Bridgeport
Reservoir offer tube and boat hunters some good gunning. The lakes
usually freeze up by mid December. Mono Lake and Basin is another place
to try.
Baldwin Lake will not be open to waterfowl hunting on
opening day this year, due to lack of water. Baldwin, should it get
water before the end of the season, will be open to hunters with
hand-launchable boats on Wednesday and Saturday schedule. For

Currently, hunters must drag or carry their boats about
150 yards from the main parking area to water. The parking lot is on
the northeast shore of the lake, just off to the right from Highway 18.
You must shoot from your boat, so be careful, as the wardens like to
watch from afar. There is some cover along the levees, but not much, so
bring some camo to hide the boat. Also, there are some blinds in the
middle of the lake, but the guys who built them will put up a good
fight if you're in them first.
At RAAHAUGE'S DUCK CLUB in PRADO BASIN, there are a
minimum of 15 blinds open daily to public hunters on this club. To encourage hunters to bring juniors, hunters
with a junior hunting license can hunt free on these sites when
accompanied by a paying adult, who has to shell out only $50, on
Sundays.
Shoot days are Wednesday, Saturday and Sunday. All
reservations are already filled for opening weekend, but there are
openings for all other dates. For more information, call the club at

Sonny Bono Salton Sea National Wildlife Refuge are open to waterfowl
hunting through the state reservation system and a daily drawing (sweat
line), for sites after all reservation holders are admitted to the
area. Refills are permitted. Shoot days are Wednesday, Saturday and
Sunday. The state manages the waterfowl hunting program for the federal

WILDLIFE REFUGE is managed as part of the Wister Unit. Check in

The FINNEY-RAMER UNIT of the IMPERIAL WILDLIFE AREA on
the Alamo River south of the Salton Sea is open to hunters seven days
per week under a self-registration system. It is an ideal spot for a
hunter with his own small duck boat or scull boat. While the numbers
don't show it, the area can be very productive for a hunter who scouts
the area and hunts it intelligently. For more information, contact the

Barrett is open Wednesday and Saturdays. 9 blinds for
2002 due to low water levels.
You need an application to apply for the San Diego City
Lakes waterfowl hunts at Lake Barrett and Sutherland Reservoir.
The San Diego City Lakes Waterfowl program will be
doing their in person reservations on Oct. 4th, 2003 beginning at 7:30
a.m. at the yard by San Vicente Reservoir. San Vicente Substation,
12375 Moreno Ave., Lakeside, CA 92040-1135.
Sutherland has 10 hunting sites but few birds use the
lake. Sutherland will open to hunting the first Sunday in November.
Hunting is on Thursdays and Sundays.

LAKE HENSHAW is a scull boater's dream. The San Diego
County water holds a good number of geese each year and a wide variety
of big ducks. While hunters using decoys from shore or boat have good
shooting, it is one of the best places for a hunter in a scull boat.
The lake traditionally opens to duck and goose hunting later in the

for junior hunters 12 to 16. Hunters may set up between 11 a.m. and 3
p.m. on Tuesday and Friday, and hunting is allowed from shoot time

LAKE CUYAMACA has a late, short waterfowl hunt. Usually
opening around Dec. 1, there are usually 20 to 22 blind sites available
on a first-come, first-serve basis. A two-person blind site reservation
was $500 last year and entitled hunters to six hunts. Hunters are
rotated through the blind sites. Reservations for the 2002 season will
be taken in October, 2002. Shoot days are Wednesdays and Sundays until

Farm Unit 2 offers controlled spaced-blind goose
hunting opportunities. This hunt requires a permit and blinds are
selected on a reservation system, however, a standby drawing will be
held every hunt morning for any available blinds. At one point in time,
the refuge hosted as many as 30,000 honkers during the winter, but
numbers have dwindled steadily in recent years to around 5,000 to 7,000
birds. The farm field hunt was held seven days a week, but due to
declining goose numbers, the hunt was cut down to just four days a week
two years ago.
CIBOLA GOOSE HUNTING PERMITS
Hunters who want to participate in the Cibola National
Wildlife Refuge Farm Unit 2 goose hunts must have a postcard
application in no later than Sept. 26, 2003. The application should be
submitted on a standard 3x5 postcard and include the hunters name,
address, Arizona hunting license number, and a listing of up to four,
two-day hunts in priority order. Hunters can call the refuge at (928)

Hunters are reminded that those applying for dates in
January 2004 must have a 2004 Arizona hunting license number to
participate in the reservation drawing for blinds. An Arizona hunting
license may be obtained through the Arizona Game & Fish Department
website, http://www.azgfd.com.
There is also duck hunting on the open portions of the
refuge, including the island unit which has been dramatically improved
over past years with more ponds, cleaned backwaters and flooded fields.
You need to have a two dozen dekes to hunt geese or ducks at the
refuge. Hunting is allowed 7 days a week. Goose hunting is moderate
during the week and heavy during the weekend. You can always duck hunt
or chase quail.
The Island Unit has areas for waterfowl decoy hunts.
The majority of Cibola NWR is located in Arizona, but some areas along
the Old River Channel are located in California. The Island Unit shuts
down now at 3pm so be aware of the change.
Hunters are required to possess hunting licenses from
the state in which they are hunting. Arizona hunting licenses may be
purchased in Cibola or Ehrenburg, Arizona, while California hunting
licenses may be purchased locally in California. The hunting of
migratory birds requires the possession of both state and federal
migratory bird stamps. Federal Duck Stamps may be purchased at the
refuge during regular business hours. You can also get a license and
duck stamp at the River Lagoon Resort in Ehrenberg AZ. just off I-10.

Cibola Sportman's
Club is adjacent to the wildlife refuge. Day goose hunting at
Cibola costs $185 per hunter, and all shooting is done from heated pit
blinds. Youth hunters 18 and under are free with a paid adult. For

The LAKE HAVASU NATIONAL WILDLIFE REFUGE has daily
hunting on portions of Topoc Marsh. There are three access points on
the open marsh areas. The Topoc Gorge area from Castle Rock to Lake
Havasu is also open to hunting daily. This is all a boat-hunting
operation, but the area holds a good number of birds and can provide
excellent shooting.
There is also a limited-entry, drawing hunt at Pintail
Slough.

The IMPERIAL NATIONAL WILDLIFE REFUGE sits on the lower
Colorado River just north of Yuma. It offers miles of untapped duck
hunting in hundreds of backwater potholes and lakes and along the main
river. Outside of a handful of hunters in Yuma who would prefer this
secret not be let out, there is almost no hunting pressure on this

NWR
The KERN NATIONAL WILDLIFE REFUGE is a popular
destination for hunters who travel to the southern end of the San
Joaquin Valley. The had a major reworking two years, especially in Unit
1, where there was a massive cattail removal project. The space blind
areas have also seen a lot of work, and it improved hunting conditions
and the habitat for birds. Kern always has some of the best
bird-per-hunter averages in the state.
Waterfowl hunting at Kern is allowed on Wednesday and
Saturdays through the state reservation system or a drawing for
leftover sites (sweat line), after all reservation holders are admitted
to the area. Draw for sweat line is 2 hours before shoot time. Refills
are permitted until 1 PM. Check in is 2 1/1 hours before shoot time. At
least half of the sites available for opening day will be reserved for
walk-ons. Hunt party limit is 4 hunters max. No camping or trailers

The Kern Fan area, which was hunted 2 years ago, is
currently dry and not expected to get water this year. Managed through
the Kern National Wildlife Refuge, (this area is also known as the Kern

The MENDOTA WILDLIFE AREA is a free-range area that can
accommodate 600 hunters daily. Mendota is open Wednesday, Saturday and
Sunday through the state waterfowl reservation system. Check in time is
1 hour before shoot time. Walk-ons and refills are permitted. Camping
and trailers allowed in check station area only during waterfowl
season. 50 spaces are available for long term parking of trailers by
