TPWD Commission Adopts Legislative Mandates on Licenses
AUSTIN, Texas — The Texas Parks and Wildlife Department Commission at its Thursday, Aug. 28 public hearing acted on several licensing and permitting related legislative directives. The changes affect state park users, commercial shrimpers and fish dealers, non-resident saltwater fishing guides, reciprocal fishing licenses for Lake Texoma and certain non-resident sportsmen.
As mandated by House Bill 2470, beginning Sept. 1, 2003 holders of commercial bay and gulf shrimp boat licenses and retail and wholesale fish dealer and fish dealer truck licenses will see a 10 percent surcharge on their license fees. Revenue from the surcharge will go to the Texas Department of Agriculture to fund the new Texas Shrimp Marketing Assistance program created by the legislature.
Another new law establishes separate resident and non-resident categories for fishing guide licenses. Effective Sept. 1, 2004, a non-resident saltwater fishing guide license will cost $1,000.
TPWD also announced plans to replace the Texas Conservation Passport program in 2004 with a Texas State Parks Pass offering additional benefits and features, with the current license being eliminated effective Dec. 31, 2003. Current TCP's will continue to be valid for one year from the date of purchase.
The commission also adopted an increase in the reciprocal fishing license fee for Lake Texoma to $12 to match a similar fee increase enacted by the Oklahoma legislature.
Another change adopted would enable certain non-residents who are deemed honorary citizens by the Governor of Texas to be considered residents for the purpose of purchasing lifetime hunting, fishing and combination licenses.
