
First, I would like to thank those of you who have given your signatures and addresses in my
fight to save hunting with dogs. It means so very much to me to know that I can count on your
support. For those of you who have not yet signed the petition or provided me with your address,
please take a moment to do so (www.PetitionOnline.com/AB342/petition.html).
I am sure that you thought that I would leave you alone once I had your signatures and
addresses. While I wholeheartedly intend to put those to good use, I would like to ask for a few
more minutes of your time. With the letter-writing campaign and petition drive moving forward, I
would like to encourage a directed effort to generate a great amount of telephone and fascimile
traffic at the lawmakers.
I have included the names and contact information of the thirteen most crucial members of the
Assembly Water, Parks and Wildlife Committee. They are categorized as either likely to vote "No"
or "Abstain" (which supports hunting with dogs), swing votes (could go either way) and possible
"yes" votes. The initial assessment is based on past voting record and short conversations with
staff. I have not included the names of the other seven members who are likely to vote "yes" as I
think we must concentrate our efforts on these thirteen first. I have included the email
addresses of the members, but from what I understand, phone calls and faxes are far more
effective. Please do not be intimidated if you are neither eloquent or articulate; 3000 people
voicing their one sentence opinion in a professional manner is far more effective than one person
voicing an articulate opinion.

I have called my assembly member about this bill. Should I also call every assembly member on the list? Will it make a difference even though I am not a voter in thier district?
My assembly member is Able Maldonado. I don't know who he stands on the bill but I told the lady answering the phone that I was opposed to the bill and he could count on losing a vote and support if he supported this bill.

That is a very good question. My theory is that your opinion will be given far greater weight if you are in their district, but that if enough people call each and every one of the committee members, the volume of calls, faxes, letters and emails may be enough to influence their vote. Furthermore, they just might be inclined to extrapolate opposition in their district based on the letters, phone calls, faxes and emails they recieved, regardless of the source.
In other words, it may not help a great deal, but it surely won't hurt any.

I talked to the Assembly Water Parks and Wildlife Committee on Friday and the hearing is set for April 8th on the ban of dogs for mammals.. AB 342 and the ban on dove hunting -AB 1190..
Thus far we are overwhelming the committee and Legislature with opposition. The support is not fairing so well. Please do another push and contact your legislators both senator and assemblymember and let them know how concerned you are about these bills..
Making a good showing might discourage them from trying this in the Legislature in the near future and they might not be anxious to do an initiative if they get overwhelming rejection in the legislature.
Thanks for your assistance and let me know if there is any more material or information you need.I have sent background, letters , action alert, and committee roster in the past.
We need a good showing at the hearing ..Do we have lots of folks coming. Maybe CSL or CHC can do some ribbon or something to identify them in opposition and have them for folks there.. I think this would be good ..The hearing room is small and we will be in the hall for some of it but I think it will be important to have something to give our allies

AB 342 the ban of the use of dogs for hunting (or even chasing) mammals and AB 1190 the ban on dove hunting will be heard on April 8, 2003, starting at 8 a. m. The committee will meet Room 437.
We would like anyone who can attend the hearings to show up. Making a good hearing might discourage the people supporting these bills from trying to do an initiative if they get overwhelming rejection in the legislature.
We are encouraging sportsmen who will attend these hearings to wear a red, white and blue ribbon for identification.
Please pass this information on to anyone you know who can attend the hearings.

Fish and Game Commission Sends Letters in Opposition to
Assembly Bills 1190 and 342
Last week, the California Fish and Game Commission sent letters of opposition to the authors of Assembly Bills 1190 and 342. Both letters encouraged the Legislature to defer policy decisions regarding the
take and the method of take of game species to the Commission.
The Commission has been actively involved in the management and wise use of California 's fish and wildlife resources since 1870, and maintains a thorough game species management process pursuant to the California Environmental Quality Act (CEQA).
"We believe the Commission has done an exceptional job in both protecting California's natural resources and providing our residents with hunting and fishing opportunities," said Commission President Michael Flores, who signed both letters. "We do not see the need to move outside of our existing processes at this point."
The Commission is regularly provided with the most current and relevant information regarding game species' population, health and habitat from the Department of Fish and Game and the U.S. Fish and Wildlife Service.
The Commission takes this information into account before adopting hunting regulations, including the length of hunting seasons, bag limits and method of take.
In addition, all game species are managed through a rigorous and thorough >environmental review pursuant to the California Environmental Quality Act (CEQA). This review has consistently determined that the use of dogs is not detrimental to game mammals and that dove hunting does not negatively impact the dove population or the overall health of the species.
The Constitution of the State of California, Article IV, Section 20, provides for the establishment of the Commission and authorizes it to exert necessary powers relating to the protection and propagation of
fish and game.
Sections 207 and 208 of the Fish and Game Code gives the Commission the authority to prescribe the take of game mammals, furbearing mammals and resident game birds in California. As part of this authority, the
Commission may establish the length of hunting seasons, the bag possession limits, and method of take.
AB 1190, authored by Assembly Member Joe Nation from Marin County, would prohibit dove hunting in California.
AB 342, authored by Assembly Member Paul Koretz from West Hollywood, would eliminate the use of dogs in hunting mammals.
Both bills are scheduled to be considered by the Assembly Committee on Water, Parks, and Wildlife Committee on April 8, 2003.
