I've been developing Drupal sites professionally for years. It's not just a CMS, but one built on its own framework.
What that means? It's a bit like how VB support plugins, but plugins on Drupal are called modules, and you can hook into much deeper layers than the VB plugin system allows.
In terms of forums, Drupal's forums do not compare to what vBulletin offers, although that is apples and oranges. VB is forum software that's now trying to be a CMS where as Drupal is a CMS that has forum feature.
I wrote a VB/Drupal bridge for a site that started out as a VB forum site with a bunch of custom PHP scripts for the rest of it. So now, the forums are VB, but the rest of the site is Drupal based. It pretty much contains articles along with nice ways to aggregate and rate them. The site allows users to submit articles and moderators to approve them as well.
The bridge basically uses the VB userbase as the master. Behind the scenes, Drupal will authenticate users against VB data and create or auto login users for the Drupal specific content.
As for Drupal in general, there's no other CMS out there that is nearly as customizable without hacking core code, and hacking core code makes security updates or bug patches a nightmare to maintain.
