“Any state that makes it unlawful to link student progress to teacher evaluation will have to change its ways if it wants to compete for a grant,” President Barack Obama said in a news conference Friday.
California’s education code states that a system tracking teacher data, to be online next year, is not to be used in combination with student information to evaluate teachers.

Teacher Performance
The Teacher Unions in California are so strong and the Democrats are so beholden to them, performance of the students will never be an input in teacher pay. It is practically impossible to fire incompetent teachers. Teachers are flat against performance as a criteria because with the exception of some small areas here and there, public schools have failed in California.
Unfortunately the State Employee Unions are also extremely powerful and again have the Democrats firmly eating out of there hands. They have these extremely unrealistic pension plans and such a low productivity that they are also contributing to the bankrupting of the State. Civil servants are also almost impossible to fire. Private companies could probably do all the work that civil service does with half the employees and lower fringe benifits.
