I have been to the outlet on the Feather River in Oroville twice in the last month. It is out of control and needs to be policed. DFG drives over the dam once or twice a day....seeing numerous violators....get on their PA system warning them. Get your lazy butts out of the truck! I'm all for warnings but when it's repeated...cite/arrest time!
I have witnessed, in my short time there, people I'll call "trailer trash" and unsportsman "fisherman" taking more than 3 fish a day, foul hooking fish and keeping them. This last trip took the cake. Many of these people I have mentioned were fishing from the cement bank past the fence. One knucklehead actually fell in and was lucky the flow was @ 3k CFS. The current took him a little ways and he fought to get out. When he did he put his tail between his legs and left. The major problem many of us in the "line" had was these guys and 1 gal on the bank. they throw their lines across many in the line causing line snags on nearly every cast. A fight dang near broke out and it would had been interesting if it did. Then when a fish is on OMG! No courtesy what so ever. Oh I almost forgot about the idiot who put on a divers mask and went out in front of the line to dive for weights! Amazing.
Being in law enforcement myself I do understand that DFG can't be everywhere. But this being a very busy area I think they should pop in there at least once a day. They need to check licenses, fish (for foul hooking), and these guys vehicle/trailers. I'd be willing to bet many of the "usuals" there have more than 3 fish in their possession (I undestand this includes their fridges at home...I maybe wrong just my understanding).
I'm just want people to be courteous and obey the laws. Geesh that would be a new concept.

I havent been to that area but it sounds like I'd have to agree with everything that your saying if it is indeed the way you say it is and I'm willing to bet it is.

btw they can have as many fish in their fridges at home as they want. But 3 in there posession is correct.
Hopefully somebody can do something to help the problem. Snagging is just out of hand in this area, I mean my goodness a rocks through from the dfg office and seeing that many fish getting hooked in just a few minutes. Simply unbelieveable

We saw a boat of 3 guys that must of been fishing for Ling Cod on the Upper Sac last Friday because they definately could not of been Bar Jiggin for Salmon up there. http://www.jesseshunting.com/forums/style_emoticons/<#EMO_DIR#>/lame-sign.gif

This is a serious problem on all rivers all over the west. But, especially in areas where the salmon stack up just before going over the ladder or into the hatcheries. On the American and Feather it seems to be the norm that snagging is overlooked. I too have seen what would be numerous examples of blatant abuse with no DFG doing any checking what so ever.
There are even a few, who think that flyfishing for steelhead and salmon is nothing more than snagging. It is not the same. Throwing IRON and exagerated yanking up on the rod is snagging... doesn't matter where or what species.

I feel for you, several locations in Washington state are so bad it is called combat fishing by the regulars. Many of just will not fish on the weekends if we dont have to. Shoulder to shoulder isnt too bad unless you get an idiot with a bad attitude and that will ruin many peoples day. I have seen it bad enough that people will ask others to take a walk to discuss things further. Yes the snagging happens too. It is bad all over not just there. DFG here gets the same kind of attitude also, so I feel for ya. Good luck and tight lines.

I've been there and seen it all. With many yahoos with attitude mingled in the crowd. It's always better to fish with your mouth close and mind your own business. Taking the law in your hand will only make it worse. The words I would only say are "fish on" and "fish off". Let DFG handle all the politics.
One time I saw an guy illegally hooked a fish and kept it. Another guy decided to gave some advise on fishing regulations and said, "you can only keep fish that are hooked in the mouth." The guy with the fish gave him a fishing reel in the mouth, grab his fish and gears, and disappeared.
Just be careful out there.

I catch more salmon on the river jigging than I do back trolling. Back trolling is so boring. I just can't stand it. Not everyone that jigs is a "snagger" that is like saying that backtrollers in there $40,000 boats are pompous asses that think they own the whole river and ruin my drift by anchoring in the middle of the hole. But everyone has their right to fish how they want so I usually keep my mouth shut. The outlet is a joke, i wouldn't go there and fish from the shore. We used to fish it with a boat but it is just ridiculous. When you hook a fish out there you are extremely lucky to get it in without getting caught in the anchor ropes.

I work in Law Enforcement too, and I must say that place is a NUT HOUSE! I will never never go back to the outlet. It just is not worth it for a fish, which i can leasurly catch some place else. I have watched fist fights break out, there have been stabbings and shootings and the bankies always toss rocks and weights at the boats. I went last year, and the next day 30 car windows were smashed by some Oroville dirt bag. Oroville is full of dirt bag, parolle, sex offenders, so what else can we expect? I feel sorry for the decent folks there, but I think they have the highest rate of Felons per capita in the state right now.
I agree DFG needs to do more there, but I think they have just given up. I do commend them for stopping a shooting last year which 3 colusa county SO deputies were almost involved. A bank angler was mad at the boats, and walked to his truck and pulled his rifle out. DFG quickly apprehended him before he opened fire on the boats. I guess I can put up with a bit of poaching for the preservation of human life! If you go back be careful!!!!!

If there are so many fishing violations why wouldn't DFG make sitations? Wouldn't the fines in turn help the department?

I can see where there would be some fights/stabbings/shootings there with the type of people "trailer trash" I have seen there. No wonder DFG is affraid to get out of their vehicles. Geesh I am a cop myself and never go anywhere with out my "piece of mind" with me. I never "advertise" what I do just in case I may need to "do what I gotta do" at my choice of timing. Have I seen DFG violations there? Many times. No I did not take action by confronting them on the spot but, I did report them by calling the DFG hotline (which seems to be a joke).
I love going to the "OUTLET" and will continue to do so. I really enjoy fishing side by side with fellow fisherman. As long as the guys (and yes some gals) can be courtious and fish by the unwritten rules there. Some of my most memorable times are at the "OUTLET".
Is a majority of the population in Oroville on welfare? I hate to stereotype a entire town but Geesh drive around town and talk with the towns people. Some of the stores still had there Christmas lights still on in the summertime!
The parking/camping? area at the "OUTLET" needs some cleaning up. Who's rersponsible for this area? The town/county/DFG/Irigation District? I'd like to know so I (and maybe some of you) can restore this area to make it a pleasant place to go. As for the "camping"...my God. It looks like homeless people have taken up residence there and nobody is checking on them!

All I can do is laugh. http://www.jesseshunting.com/forums/style_emoticons/<#EMO_DIR#>/smiley-laugh-point-up-yellow.gif The outlet is nothing but a bunch of stupid Orovillians who have no respect.I have been fishing Slamon and Steelhead in this area for 10 years and it isnt going to get any better.My advice is go somewhere else.This area is only full of about 10 million different holes, so go fish them.I have had just as good of luck only minutes away.That outlet is only breeding ground for white trash ex Wal-Mart employees.I have seen many a fight there,better than some local Chico bar fights.But in all seriousness it is just horrible.If only people where respectful and polite you would have some of the best fishing in the area.But it isnt.Thats what you get when you have a place so close to snag huge fish, within a 10 mile radius of Americas white trash breeding ground.At least there is no Hmong there sniping you from a tree stand. Good luck to the rest of you heading out there.Whatch out for flying rocks.
