We all know that Trout fishing is not open yet on Rivers and Streams here in California. With that in mind, is it legal to fish in a Creek that is flowing now, but will be under water when the resorvoir fills?
I guess what I am trying to ask is, if it normally is part of a resorvoir, and the water is so low that the natural creek is flowing, can you still fish it now?
