AB 992 was amended by the author on 4-22 and re-introduced to the Health Committee on 4-23. A couple of things stick out as I read it:
CHAPTER 2.8. FIREARMS-RELATED EMERGENCY SERVICES REIMBURSEMENT 12330. (a) (1) There shall be imposed a fee upon all munitions sold at retail at the rate of 10 cents ($0.10) for each munition sold at retail in this state on or after January 1, 2004. (2) Except as provided in paragraph (1), the fee shall also be imposed upon and paid by the purchaser of munitions for munitions purchased outside of the state and that are intended to be stored or used in the state.
and
( j), the fee imposed pursuant to subdivision (a) shall be increased by one cent every two years, commencing January 1, 2006, provided however, that fee imposed pursuant to this section shall not exceed the costs authorized for expenditure pursuant to subdivisions (f) and (g).
so, it appears they are trying to close the possibility that we will purchase our ammunition outside thew state...and they want to be able to raise the 'fee' as they see fit on a yearly basis.
I suggest everyone read the amended bill and stay tuned for more updates to it as it progresses each step along the way.
