IBA

ALBIA- Two North Carolina men were arrested Nov. 17 for poaching deer in Iowa after the DNR received an anonymous call to the Turn in Poachers (TIP) hotline. The arrest was the culmination of a 10-day investigation by Iowa conservation officers.

Michael Ballew, 32 of Burnsville, N.C. had an antlerless deer only license when he arrowed a 9-point buck in October. He removed the head leaving the body in the field. Ballew took the mount back to North Carolina on Halloween. He returned to Iowa on Nov. 8 with Steven Elloitt, 32 also from Burnsville, N.C.. While under surveillance Ballew fired at four different bucks and Elliott attempted to take one buck, said Randy McPherren, DNR conservation officer for Monroe and Appanoose counties.

Ballew was charged with taking of a buck deer without a proper license, abandonment of wildlife, attempting to take four buck deer illegally without a license and transporting an untagged buck deer across state lines. Each charge carries a $145 fine, Ballew received a $4,000 civil penalty for illegally taking a buck deer. The fines and liquidated damages totaled $4580. The DNR is also considering filing penalties under the federal Lacy Act, which could bring a maximum of a $100.000 fine and one year in prison. Ballew also forfeited his bow, arrows, equipment and one tree stand with a total value of $1200.

Elliott was charged with hunting without a valid nonresident bow license, possession of a license belonging to another person and attempting to take a buck deer illegally. The fines and liquidated damages totaled $435. Elliott also forfeited his bow, arrows, equipment and two more treestands with a total value of $600.
