Elk Hunt Regulations

APPLICATION REQUIREMENTS: You must be a at least 12 years of age at the time of application, with a 2007/2008 California resident, junior hunting license or non resident hunting license. All applicants for 2003 big game tags must first purchase a nonrefundable 2007-2008 California hunting license. Your driver’s license, DMV, or DFG identification number and date of birth are required as permanent hunter identification for drawing purposes. (The Department will assign a DFG ID number to persons without a driver’s license/DMV ID number.)

Definition of Resident. A resident is defined as any person who has resided continuously in California for six months immediately before the date of application for a license, tag or permit; persons on active duty with the armed forces of the United States or an auxiliary branch; or Job Corps enrollees.

Application Fee and Due Date. Applications with nonrefundable processing fees ($6.75 per person, for each species) must be received by 5:00 p.m. June 4, 2007. Mail to the DFG’s License and Revenue Branch, P. O. Box 989041, West Sacramento, CA 95798-9041 or deliver in person to 3211 S Street, Sacramento. Important! Drawing applications for pronghorn antelope, elk and bighorn sheep tags are nonrefundable. Refunds for unused tags may be requested prior to the opening of the earliest season for which the tag is valid. License agent handling fees and application processing fees are nonrefundable. Please allow 8-10 weeks for your refund to be processed. It is unlawful for any person to apply more than once for each species.

Costs of Hunting Licenses.

You must possess a California hunting license to hunt elk in California. The cost of a hunting license is:

Annual resident hunting license is $37.30
Junior annual resident hunting license is $9.70.
Non resident annual hunting license is $129.40
Two-Day Nonresident license, age 16 and over (not valid for big game) $37.30
Reduced Fee, Disabled Veteran $5.75.
Duplicate Hunting License $6.30.
Hunter Education Stamp is $3.75.

The California hunting license is good from July 1, 2007 through June 30, 2008. California resident and nonresident hunting licenses are nonrefundable and nontransferable.

Definition of Resident. A resident is defined as any person who has resided continuously in California for six months immediately before the date of application for a license, tag or permit; persons on active duty with the armed forces of the United States or an auxiliary branch; or Job Corps enrollees.

Disabled Veteran Hunting Licenses. A $5.75 hunting license is available for qualified disabled veterans. To be eligible, applicants must submit: (1) a letter from the Veterans Administration verifying that the applicant has a 70 percent or greater service-connected disability and was honorably discharged from the United States armed forces; and (2) evidence of meeting California hunter education requirements. Applicants renewing this license may submit their disabled veteran hunting license from the previous year as proof of meeting eligibility requirements. The reduced-fee provisions do not apply to hunting tags or species stamps. Disabled Veteran Hunting Licenses are issued only through DFG Offices.

Hunter Education Special Requirement. Hunting licenses shall be issued to hunters only upon presentation of one of the following:

An annual California hunting license from a prior year or evidence of having held such a license; a California hunter education completion or equivalency certificate; a certificate of competence or completion of a California approved hunter education training course from any state or Canadian province; or a current year hunting license from any state, province, European country or South Africa. For further information, contact any DFG office or license agent. A California hunter education validation stamp must be affixed to hunter education certificates from California.

TAG FEE: If successful in the drawing, you will be notified by mail to submit the resident tag fee of $286.75. The fee must be submitted by 7/16/2007.

Check your application carefully! You may not make changes after submitting your application. Late, incomplete and ineligible applications, and applications submitted without the appropriate processing fees, will be rejected.

DRAWING RESULTS: Drawings will be completed by June 25, 2007. Draw results will be available by phone from DFG offices (except the Menlo Park office) and on the Internet at DFG beginning June 25, 2007. Successful applicants and alternates will receive notices in the mail by July 3, 2007. Unsuccessful applicants will not be notified.

ELK APPLICATIONS MUST BE RECEIVED BY 5:00 p.m., JUNE 4, 2007.

POINT SYSTEM FOR BIG GAME DRAWINGS

The Department is going to start tracking points for unsuccessful draw applicants beginning with the 2003 hunting application season. This proposal is in response to possible changes in tag draw methods to be considered for implementation in the 2003/2004 hunting season by the Fish and Game Commission later this year. Any applicants for elk, antelope or bighorn sheep hunts who are not awarded tags through the drawing will receive a point for that species.

WEAPONS AUTHORIZED TO TAKE ELK: DFG reg. 353. Elk may only be taken by rifles using centerfire cartridges with softnose or expanding bullets; bow and arrow or wheellock, matchlock, flintlock or percussion type muzzleloading rifles using black or pyrodex powder with single ball or bullet loaded from the muzzle and at least .40 caliber in designation. Pistols and revolvers with minimum barrel lengths of 4 inches, using centerfire cartridges with softnose or expanding bullets may be used to take elk and bighorn sheep. Crossbows are NOT allowed to be used to hunt bighorn sheep.

DFG reg. 354. Bow, as used in these regulations, means any device consisting of a flexible material having a string connecting its two ends and used to propel an arrow held in a firing position by hand only. Bow, includes long bow, recurve or compound bow. (b) Crossbow, as used in these regulations means any device consisting of a bow or cured latex band or other flexible material (commonly referred to as a linear bow) affixed to a stock, or any bow that utilizes any device attached directly or indirectly to the bow for the purpose of keeping a crossbow bolt, an arrow or the string in a firing position. A crossbow is not archery equipment. (c) For the taking of big game, hunting arrows and crossbow bolts with a broad head type blade which will not pass through a hole seven-eighths inch in diameter shall be used. For the taking of migratory game birds, resident small game, furbearers and nongame mammals and birds any arrow or crossbow bolt may be used except as prohibited by subsection (d) below. (d) No arrows or crossbow bolt with an explosive head or with any substance which would tranquilize or poison any animal may be used. No arrows or crossbow bolt without flu-flu fletching may be used for the take of pheasants and migratory game birds, except for provisions of section 507 (a)(2)`. (e) No arrow or crossbow bolt may be released from a bow or crossbow upon or across any highway, road or other way open to vehicular traffic. (f) No bow or crossbow may be used which will not cast a legal hunting arrow, except fluflu arrows, a horizontal distance of 130 yards. (g) Crossbows may not be used to take game birds and game mammals during archery seasons. (h) Archers may not possess a firearm while hunting in the field during any archery season, or while hunting during a general season under the provisions of an archery only tag. (i) No person may nock or fit the notch in the end of an arrow to a bowstring or crossbow string in a ready-to-fire position while in or on any vehicle.

BAG LIMIT AND POSSESSION LIMIT: 1 elk per tag.

ELK DEFINITIONS:

Bull elk: Any elk with at least one antler which is exposed and visible above the hair line.

Spike bull: A bull elk having no more than one point on each antler. An antler point is a projection of the antler at least one inch long and longer than the width of its base.

Antlerless elk: Any elk, with the exception of spotted calves, lacking antlers which are exposed above the hair line.

Either-sex elk: Either-sex is defined as bull elk or antlerless elk as described above.

RETURN OF ELK TAGS TO DFG: Any person taking an elk which has a collar or other marking device attached to it shall provide the department with such marking device within 10 days of taking the elk. Elk tags must be countersigned before transporting such elk, except for the purpose of taking it to the nearest person authorized to countersign the license tag on the route being followed from the point where the elk is taken. All tagholders must return their license tags to the Department of Fish and Game within one week after the close of the elk season, even though the tagholder may not have killed an elk. License tags must be attached to the antler of an antlered elk, or to the ear of antlerless elk immediately after killing the elk.

BAITING: DFG reg. 257.5. You cannot use bait for hunting elk and no elk can be taken within 400 yards of any baited area. The definition of “baited area” shall mean any area where shelled, shucked or unshucked corn, wheat or other grains, salt, or other feed whatsoever capable of luring, attracting, or enticing such birds or mammals is directly or indirectly placed, exposed, deposited, distributed, or scattered, and such area shall remain a baited area for ten days following complete removal of all such corn, wheat or other grains, salt, or other feed.

SHOOTING HOURS: Legal shooting time for elk is from 1/2 hour before sunrise until 1/2 hour after sunset at the location of your hunt. California does recognize and use Daylight Savings Time.

SHOOTING FROM VEHICLES: DFG reg. 252. No person shall pursue, drive, herd, or take any bird or mammal from any type of motor-driven air or land vehicles, motorboat, airboat, sailboat, or snowmobile, except: 1) When the motor of such motorboat, airboat, or sailboat has been shut off and/or the sails furled and its progress therefrom has ceased, and it is drifting, beached, moored, resting at anchor, or is being propelled by paddle, oar or pole. (2)if they have a Mobility Disabled Persons Motor Vehicle License.

SPOTLIGHTING: DFG reg. 2005. It is unlawful to use an artificial light to assist in the taking of game birds or game mammals. It is unlawful for any person, or one or more persons, to throw or cast the rays of any spotlight, headlight, or other artificial light on any highway or in any field, woodland or forest where game mammals, furbearing mammals, or nongame mammals are commonly found, or upon any game mammal, furbearing mammal, or nongame mammal, while having in his possession or under his control any firearm or weapon with which such mammal could be killed, even though the mammal is not killed, injured, shot at or otherwise pursued. It is unlawful to use or possess at any time any infrared or similar light used in connection with an electronic viewing device sometimes designated as a sniper scope to assist in the taking of birds, mammals, amphibian or fish.

The provisions of this section shall not apply to the following: (a) To the use of a hand held flashlight no larger, nor emitting more light, than a twocell, three-volt flashlight, provided such light is not affixed in any way to a weapon, r to the use of a lamp or lantern which does not cast a directional beam of light. (b) In the case of headlights of a motor vehicle operated in a usual manner and there is no attempt or intent to locate a game mammal, furbearing mammal or nongame mammal. (c) To the owner, or his employee, of land devoted to the agricultural industry while on such land, or land controlled by such an owner and in connection with such agricultural industry. (d) To such other uses as the commission may authorize by regulation. No person shall be arrested for violation of this section except by a peace officer.

RADIO USE WHILE HUNTING: It is legal to use and posses two way radios while hunting in California.

HARASSMENT OF ANIMALS: DFG reg. 251.1. Except as otherwise authorized in these regulations or in the Fish and Game Code, no person shall harass, herd or drive any game or nongame bird or mammal or furbearing mammal. For the purposes of this section, harass is defined as an intentional act which disrupts an animal’s normal behavior patterns, which includes, but is not limited to, breeding, feeding or sheltering. This section does not apply to a landowner or tenant who drives or herds birds or mammals for the purpose of preventing damage to private or public property, including aquaculture and agriculture crops.

USE OF DOGS: DFG reg. 265. The use of dogs is prohibited for the take of elk, bighorn sheep and antelope.

TRESPASS: If the land you hunt on is not your own, it belongs to someone else. Make sure you have a legal right to be there. Contact the owner or person who administers the property, and secure written permission to hunt. A hunting license does not entitle you to enter private property.
“It is unlawful to enter any lands under cultivation or enclosed by a fence, belonging to, or occupied by, another, or to enter any uncultivated or unenclosed lands, including lands temporarily inundated by waters flowing outside the established banks of a river, stream, slough, or other waterway, where signs forbidding trespass are displayed at intervals not less than three to the mile along all exterior boundaries and at all roads and trails entering such lands, for the purpose of discharging any firearm or taking or destroying any mammal or bird, including any waterfowl, on such lands without having first obtained written permission from the owner of such lands, or his agent, or the person in lawful possession thereof. Such signs may be of any size and wording, other than the wording required for signs under Section 2017, which will fairly advise persons about to enter the land that the use of such land is so restricted.” Section 2016, Fish and Game Code.

SAFETY: It is always unlawful to: Place on, or carry or possess a loaded rifle or shotgun in a vehicle or conveyance or its attachments on any public road or other way open to the public: Hunt while intoxicated; Shoot at any game bird from a powerboat, sailboat, motor vehicle, or aircraft while under power or still moving from use of sail or motor. (See Section 251) Shoot any firearm from or upon a public road or highway.

DISCHARGING FIREARMS OR OTHER DEADLY WEAPONS SAFETY ZONE: It is unlawful for any person, other than the owner, person in possession of the premises, or a person having the express permission of the owner or person in possession of the premises, to hunt or to discharge while hunting, any firearm or other deadly weapon within 150 yards of any occupied dwelling house, residence, or other building or any barn or other outbuilding used in connection therewith. The 150-yard area is a “safety zone.”

MODIFIED PREFERENCE POINT INFORMATION FOR ELK, PRONGHORN ANTELOPE AND BIGHORN SHEEP TAGS

TAG QUOTA SPLITS

For quotas of one (1), the tag shall be awarded using a Draw-By-Choice drawing.

For quotas of two (2), one (1) tag shall be awarded using Preference Points drawing, and one (1) tag shall be awarded using a Draw-By-Choice drawing

For quotas of three (3), two (2) tags shall be awarded using Preference Points drawing, and one (1) tag shall be awarded using a Draw-By-Choice drawing.

For quotas of four (4) or more, seventy-five percent (75%) of the quota shall be awarded using a Preference Point drawing. The remaining portion of the quota shall be awarded using a Draw-By-Choice drawing.

HIGHLIGHTS OF THE SYSTEM

• Unsuccessful applicants earn one preference point per species each year;
• Preference points are species specific, not hunt or zone specific;
• Hunters lose all preference points for a species upon receiving a first-choice deer tag or an elk, pronghorn antelope or bighorn sheep tag;
• Preference point totals for parties are determined by averaging the party members points without rounding up or down;
• Hunters who choose not to compete in the drawing may earn a preference point by submitting the appropriate applications by the drawing deadline and writing the ìPoint Onlyî code for that species in the hunt code section of their application(s).

Fort Hunter Liggett Tule Elk Hunt

Rocky Mountain Elk Bulls fighting  Fort Hunter Liggett is opening again after being closed due to the 9/11 attacks. Make sure you have your driver's license, vehicle registration and proof of insurance to get on the fort. You WILL be checked at the gate. Training Areas 7, 9, 10/13, 24, 25, 29 and 30 are good hog bets.

HUNT AREA: That portion of Monterey County lying within the exterior boundaries of the Hunter Liggett Military Reservation, except as restricted by the Commanding Officer.

 HUNT SEASON:

Period 1 Antlerless - Nov. 7 - 11, 2002.

Period 2 Antlerless - Nov. 27 - Dec. 1, 2002.

Period 3 Spike Bull - Dec. 14 - Jan. 1, 2002

Period 3 Bull - Dec. 14 - Jan 1, 2002.

Due to military operations, season dates for the following periods are subject to further restriction or may be rescheduled between November 1 and December 31 by the Commanding Officer. (A) For Period One, the season shall open on the second Thursday in November and continue for five consecutive days. (B) For Period Two, the season shall open on the Wednesday before the last Saturday in November and continue for five consecutive days.

 BAG AND POSSESSION LIMIT: One elk per season.

 NUMBER OF ELK TAGS:

Period One: 10 antlerless tags (five military and five general public).

Period Two: 10 antlerless tags (five military and five general public.)

Period Three: Ten bull tags (five military and five general public) and four spike bull tags (two military and two general public).

Special Conditions: All tagholders will be required to attend a mandatory hunter orientation. Tagholders will be notified of the time and location of the orientation meeting upon receipt of their elk license tags. Tagholders shall be required to purchase an annual hunting pass, ($75.00), available from Fort Hunter Liggett. Season dates and hunt areas are subject to restriction by the Commanding Officer of Fort Hunter Liggett based on military training.

HUNT AREA: In that portion of Siskiyou County beginning at the junction of Interstate Highway 5 with the California-Oregon state line; east along the state line to Highway 97; southwest along Highway 97 to Siskiyou County Road A-12; west along Road A-12 to Interstate 5; north along Interstate 5 to the point of beginning.

25 either-sex tags.

There were 894 applicants in 2001, 1,112 applicants in 2000, 1,354 applicants in 1999.

Klamath Bull (#405) & Antlerless (#404) Roosevelt Elk Hunts

HUNT SEASON:

HUNT AREA: Those portions of Humboldt and Del Norte counties owned or leased by the Simpson Timber Company, Arcata, within a line beginning at the intersection of Highway 101 and the Klamath River; south on Highway 101 to South Klamath Beach Road; west on South Klamath Beach Road to the Redwood National Park boundary; southwest and south along the Redwood National Park boundary to Highway 101; south on Highway 101 to the Redwood National Park boundary; southeast along the Redwood National Park boundary to the Bald Hills Road; southeast along the Bald Hills Road to the Klamath River; northwest along the Klamath River to the point of beginning.

BAG AND POSSESSION LIMIT: One elk per season.

NUMBER OF ELK TAGS:

15 bull tags

15 antlerless tags.

There were 332 applicants in 2000 for 30 either sex tags, 380 applicants for 50 tags in 1999.

HUNTER SUCCESS:

2000 - 13% - 16%. (Based on 5 year average). This was for the old either sex hunt.

HUNT AREA: In that portion of Humboldt County owned or leased by the Simpson Timber Company, Arcata, within a line beginning at the intersection of the Crannell Road and the A-Line Road; north on the A-Line Road to the intersection with the A-10 Road; north on the A-10 Road along the western boundary of the Simpson Timber Company property line; north along the Simpson Timber Company property line to the boundary with Redwood National Park; south and east along the western boundary of Redwood National Park to the M-Line Road; north and east along the eastern boundary of Redwood National Park to Redwood Creek; south along Redwood Creek to Highway 299; west along Highway 299 to Fieldbrook Road; north along Fieldbrook Road to the intersection with Railroad Grade North; north on Railroad Grade North to the intersection with the M-Line Road; west along the M-Line Road to the intersection with the A-Line road to point of beginning.

Del Norte Antlerless (#413) and Bull (#414) Roosevelt Elk Hunts

HUNT SEASON:

Antlerless - Aug. 28 - Sept. 6, 2002.

Bull - Aug. 28 - Sept. 6, 2002.

HUNT AREA: Those portions of Del Norte County owned or leased by the Simpson Timber Company and the Stimson Redwood Company within a line beginning at the intersection of Highway 101 and the California-Oregon state line; south along Highway 101 to North Bank Road; southeast along North Bank Road to High Divide Road; northeast along High Divide Road to North Fork Smith River/Wimer Road; north along North Fork Smith River/Wimer Road to the California Oregon state line; west along the California-Oregon state line to the point of beginning.

BAG AND POSSESSION LIMIT: One elk per season.

NUMBER OF ELK TAGS:

5 antlerless

10 bull tags.

There were 201 applicants for the 2001 antlerless tags, 1,522 for the 10 bull tags. 180 applicants for 5 antlerless tags in 2000, 435 applicants for 10 tags in 1999 for the antlerless hunt. There were 1,298 applicants for 10 bull tags in 2000, 1,191 applicants for 5 tags in 1999 for the bull hunt.

A neighbor of my fathers approached him last week about hiring me to guide him for a Tule Elk hunt in the Carrizo Plain/Soda Lake area. Six days into the season this seemed a little strange to my father, but the neighbor seemed desperate. After hearing the situation I understood why. There is a good amount of public land in this area and there was a good population of elk on the BLM lands prior to opening day. However, opening day of elk season coincided with opening day of quail and chukar season. Since this area is home to some of the best bird hunting in the state, it was inundated with bird hunters who were blasting away all day every day in the first few days of the season. This conveniently put all the elk over the fence onto private ranches where the owners were charging anywhere from $5,600 to $12,500 dollars for a bull.

After hearing his story I explained that I do not guide on public land and that I did not have access to any of the ranches in the area, but that I like to hunt elk and would be happy to help him out at no charge, because I agreed with him, that the CA DF&G had put the screws to him. The ranchers have the DF&G in their pocket once again. The average hunter doesn't have the kind of money it takes to pay these hefty fees. We were only able to find one elk on public land. It was a nice six point bull though, and the guy was very pleased with it. We made sure to haul it down to the local coffee shop and make sure that all those ranchers knew that we poorboyed a good bull that day. I don't know what the other five tag holders are doing, but they can thank the CA Department of Fish & Game for their situation once again.

Well I got drawn fo a spike hunt about 6-7 years ago. Have been putting in for it for about 15 yrs. To make a long story short, I could have got a spike the 1st day , but having to work that after noon , I figured I didn't have the time to dress and bring him down to the locker before I had to go to work. I figured that early the next morning I'd know exactly where to find him . WRONG. Like it was stated on an earlier post , the main herd, along with all the spikes moved onto private property. I could have shot a bull or a cow each day of the hunt. But the spikes wouldn't move . Being a local boy, I know a member of a duck club right next to the property that held the elk herd. Made a few phone calls and ......... yeehawww... got me a spike. I would recommend putting in for the spike hunt only during the 1st period. With a little effort, a bull or cow tag could be filled during any period. - Bigolwiggler.

When I lived in Fairfield, my older brother (who lived in So Calif.) got drawn for a cow tag and a couple years later got a bull tag! Jerk. Anyway, I used to hunt Grizzly a lot, and my dogs would sometimes "bring" me an elk... a PO'ed bull being herded by two shorthairs is not a sight you want to see when you have #6 shot, especially when it pops up over one of the levees unexpectedly! I don't know how it has been in recent years, but back then you hahd a whole lot of anti-hunters blocking the road in, police and game wardens everywhere, and you had to dress your kill behind a screen of tarps, etc. in a certain place so that the mess couldn't be filmed by the antis. They picked up your kill in the field with a truck and winch. His elk involved crawling on hands and knees through the brush and tules to get close enough for a shot, which still ended up being a good distance. They even had one anti who tried to scuba dive through the slough to get on the island so he could either disrupt the hunt or film it. But he got a heckuva nice bull! And I enjoyed going with him since I knew the Island. I keep putting in. - Rick.

Once the elk get spooked some elk will bail over to the west side of Highway 395 which is off limits. The elk that stay on the east side will be real twitchy. Making your first stalk count is key.

Much of the land where the elk hang out is leased from the Los Angeles Dept. of Water and is open to the public. Please close all gates you go through, there are cattle on the land.

8/11/02 I talked with a DFG warden today and he said the elk archery tag holders were out and one guy had missed a shot so far with no elk being taken. The elk bow season for the Eastern Sierras opened 8/10/02. He also let me know that they were watching the area and discouraging people from bothering the elk or the archery hunters. 2001. I was lucky and drew one of the Bishop Bull tags 5/6 years ago. This hunt takes place in the valley floor between Bishop and Big Pine. When I drew the hunt there where 2 tags for this hunt but now I see there is only one. The Bishop herd back then was about 80 head. I believe success rate is quite high for all of the Owen Valley hunts. The rest of the hunts are pretty much the same, just farther down the valley towards Lone Pine. I believe these tule elk pretty much stay in the same general area. There are a quite a few alfalfa fields up and down the valley and the herds are normally not to far away from the good food. - Dan D.

2001. Myself and my son drew Tinemeha Period 1 antlerless tags 2 years ago. The Tinemeha zone is that area around Big Pine where you see the elk in the alfalfa fields along the 395. The alfafa fields are leased from the City of L.A. water department and ARE open to hunting. We stayed in the Big Pine Motel which was 1/2 mile from where we hunted. We could have walked down the 395 to the fields. Anyway we wanted to take the elk with handguns, but the first couple of days most of the hunters were concentrated around the fields and moving the herds to the center of the fields. We crawled through 10" high alfalfa trying to get close enough for a handgun shot, but once one of the riflemen shot one, the herd broke for the Owens river and crossed to the other side. They stayed in the sagebrush for the next couple days. It's really surprising how that many big animals can hide, but the trees along the river are thick in some places, and they actually hide in the sage also. They would bed down in gullies and blend into the sage. Once the weekend was over most of the riflemen either got elk or went home. On Monday when we headed back out we found that the elk had returned to the middle of the alfalfa fields. We only had 2 days left so we got out the rifles. My son got a cow at 11am and I got one at 12 noon. We finished boning out the meat and getting it in the ice chests at 10PM. We picked the Tinemeha hunt because it had the most tags and had a 80-100% success rate. I would definitely recommend this hunt because of the public access land, and close accommodations in Big Pine. - John Bishop.

Don't sweat it, if you draw and are willing to hunt with some effort you'll get the elk. Two years ago a good friend drew the second period antlerless there in Big Pine. I went down with him and we spent four days hunting (two weekends) for him to tag out. We saw elk every day, and saw folks harvest two other elk. After we got his elk butchered we stopped at a coffee shop and listened to another "hunter" complain that he had been ripped off because there were no elk in this area. - shovelerslayer.
